Finally, Indonesia Game Rating System Inaugurated.

Finally, Indonesia has its own game rating system called the Indonesia Game Rating System or IGRS. The Ministry of Communication and Information Technology has issued Ministerial Regulation No. 11 of 2016 which regulates the Classification of Electronic Interactive Games. This ministerial regulation was signed by the Minister of Communication and Information Rudiantara on July 15, 2016.
The game rating itself is a reference for game buyers to find out what the content of the game itself will be. It can also be used as a reference for parents before allowing their children to play a game. This game rating is for the time being only an advisory for starters.

The IGRS process itself is actually quite long, in 1998 initiated by Mrs At that time, Selliane Halia Ishak served as Head of Sub-Directorate for Multimedia Content, Directorate of Information Systems, Software and Content. Moreover, the circulation of games in Indonesia is felt to be unsupervised and many companies from outside do not heed the norms and standards in Indonesia. Indeed, there are many game ratings adopted by game developers or publishers based on the rating system from their country of origin which is certainly very different when applied in Indonesia. Indonesia must have its own game rating as well as register all games circulating in Indonesia so that it can be monitored if there is content that is out of bounds. mother Lolly Amalia Abdullah as Director of Information Systems, Software and Content at that time, invited Game Industry practitioners to receive inputs in the design of making Indonesian game ratings.

Only in 2014, a long meeting was held by Kominfo such as Mrs. Selliane Halia Ishak, Mr. Luat Sihombing and others with game industry practitioners who are members of the AGI (Indonesian Game Association) chaired by Andi Suryanto. Finally, the IGRS draft was completed in 2015 and was tested in the community. And in the end of 2016, IGRS was inaugurated through Ministerial Regulation no. 11 of 2016 and signed by the Minister of Communication and Informatics, Rudiantara.

There are five age groups regulated in this IGRS, including 3+ (age 3 years and over), 7+ (seven years and over), 13+ (13 years and over), 18+ (18 years and over) and SU. aka all ages. The content classification based on age is set as follows.

3 Years and Over

  • Does not show text or images related to cigarettes, liquor, and narcotics, psychotropics and other addictive substances
  • Not showing violence
  • No display of blood, mutilation and cannibalism
  • Do not use abusive language, swearing, and/or adult humor
  • Does not display human-like characters that show genitals, breasts, or buttocks
  • Do not show scenes with the aim of causing sexual desire
  • Does not display sexual perversion
  • Does not contain gambling simulation
  • Does not contain horror that seeks to cause feelings of extreme horror and/or fear
  • Does not have online interaction facilities in the form of conversations, multiplayer, and data exchange
  • Showing the conditions of parental assistance

7 Years and Over

  • Does not show text or images related to cigarettes, liquor, and narcotics, psychotropics and other addictive substances
  • Not showing violence
  • Does not display mutilation, cannibalism, and the blood element displayed does not resemble the color of real blood
  • Do not use abusive language, swearing, and/or adult humor
  • Does not display human-like characters that show genitals, breasts, and/or buttocks
  • Do not show scenes with the aim of causing sexual desire
  • Does not display sexual perversion
  • Does not contain gambling simulation
  • Does not contain horror that seeks to cause feelings of extreme horror and/or fear
  • Does not have interaction facilities in the network in the form of conversations and exchange of personal data

13 Years and Over

  • A small part of some scenes or pictures on the product show writings or pictures related to cigarettes, liquor, and narcotics, psychotropics and other addictive substances not on the main character
  • Showing elements of violence that are only limited to animated characters who can resemble humans but do not carry out repeated violence accompanied by hatred, anger, and/or the use of weapons that do not resemble realistic weapons
  • Does not display mutilation and cannibalism in humans, but can display the element of blood
  • Does not contain adult humor and/or has no sexual connotations
  • Does not display human-like characters that show genitals, breasts, and/or buttocks
  • Do not display or play sounds that can be connoted with sexual activity or violence
  • Does not display sexual perversion
  • Not a gambling activity that can use real money or virtual money that can be exchanged for real money
  • Contains horror that seeks to cause feelings of extreme horror and/or fear
  • Can have online interaction facilities in the form of conversations, provided that it must have a filtering feature for abusive language, swearing, and/or sexual terms
  • Can have interaction facilities in the network in the form of exchanging personal data, provided that it must be with the consent of the owner of the personal data

18 Years Old and Over

  • A small part of some scenes or pictures show elements related to cigarettes, liquor, and narcotics, psychotropics and other addictive substances in the main character.
  • Showing elements of violence in animated characters that can resemble humans
  • Featuring elements of blood, mutilation, and cannibalism
  • Contains elements of adult humor with sexual connotations
  • Does not display human-like characters that show genitals, breasts, and/or buttocks
  • Do not display or listen to sounds that can be connoted with sexual activity and/or violence
  • Not displaying and/or sounding sounds that can be connoted with sexual deviant activities
  • Not a gambling activity that can use real money or virtual money that can be exchanged for real money
  • Contains horror that seeks to cause feelings of extreme horror and/or fear
  • Having interaction facilities in the network in the form of conversations, multiplayer, and/or financial transactions

Keminfo plans to announce IGRS to the public, as well as inaugurate the official IGRS website, namely: http://igrs.id in the near future. Game developers or publishers can immediately register their games to get a predetermined game rating. And for the community, I hope that IGRS can provide information about a game so that it is not played that is not appropriate for its age.
